It is extremely difficult to write a definitive procedure for obtaining the residencia and the legalities surrounding it for 2 main reasons : 1) Because the process changes so frequently, that even the official government and local authority that are 'supposed to know', quite often have not been kept up to date with recent changes, and 2) There are on top of this also regional variations - for example a number of regions are currently trialing the new ID-type residencia, whilst in other areas this is not.
