Shared and resource mailboxes don’t require a license.
To increase the mailbox size, an E3 or E5 license must be assigned. If you want to enable In-Place Archive or put an In-Place Hold or a Litigation Hold on a shared mailbox, then an Exchange Online Plan 2 license or an Exchange Online Plan 1 with Exchange Online Archiving license is required.
If you enable In-Place Archive and auto-expanding archiving for a shared mailbox, additional storage is automatically added when the 100 GB storage capacity for the archive mailbox is reached. However, without a license, shared mailboxes are limited to 50 GB.
